Village Hidden by Rain - Land of Rain

All buildings in Amegakure not used for training are at least three stories tall.
They also have simple chakra based lifts that you can feed chakra into to make go up and down. They only are big enough for two people at a time.
Ninja Services and Administration
1. Watch Spire- This is the tallest point in Amegakure, and stands several floors higher than any other building. It's two skyways go to the Library, and the Governance Building.
2. Aviary- Due to the wet nature of the village, all birds are capable of flying easily in wet weather with watertight cases.
5. Library- The lower floors are inaccessible from the outside, with a stairway going up to the third floor, and the skyways of this building are in the private library areas. Everything below the stairway is private jutsu library and an array of fragile works that need to be kept in controlled conditions and are not accessible to the public without authorization. One skyway goes to the spire, the other goes to the Archives.
9. Archives- Kept away from the Library it's connected to, the Archives are everything related to missions that needs to be written down and archived.
10. Intelligence Department- The God of Ame may be powerful and all-seeing, but he still needs people to be able to be able to act on that information and to feed him information from other countries. All of the work related to that goes on here. This building is connected by a skyway to the Weapon Stores.
17. Academy- This building uses space in a way that allows every year to be devoted to a year of students, with the ground floor being devoted to adults wishing to learn to fight, and the various years of students from least experienced at the bottom to most experienced at the top, rotating up each season.
21. Governance Building- This is the building where people go with petitions, to get missions, and when they need to see Pein or Konan for anything at all. The building has skyways to the Spire and the Artist Hall.
29. Laboratory- Restricted in access, this building is devoted to experiments of varying kinds, and very careful monitored to make sure no one abuses any privileges they have acquired to using it. It's linked by skyway directly to Nagato's home, though there is a locked and sealed door on his end so that his home cannot be entered without permission.
Public Service Buildings
16. Hospital- Set close to the training areas, this building is often used and abused by the shinobi who come rolling in. The staff do the best they can, but the technology, at least, isn't outdated as it is in some places. It has skyways linking it to both a major residential area and to one of the nicer rice places.
Recreation and Training
19. Bath House- Unconventional due to there being four floors, this building none the less is carefully reinforced and sealed so that there is no risk of collapse. There is no peaking as plants have been lovingly planted along the windows on each floor, so that an open feel can be maintained in an enclosed space. The bottom floor is for family groups with children, the second floor is for men, and the third for women. The top floor has hot soaking mixed baths which are individual tubs instead of open ares like the other three floors. There are plant and paper partitions between tubs on this floor.
20. Artist Hall- This building is devoted to art. Painting, sculpting, music, they can all be found on the various floors, either being done, on the lower floors, or being displayed in the upper floors. In the case of music, the top floor is for accomplished performances, and those learning are at the very bottom floor, so there's no risk of hearing one when you go to do the other. It's linked directly to the Governance Building by skyway.
22-25. Training Buildings- Each stands at two stories tall, and are the shortest buildings in Amegakure, these buildings are nearly hollow inside, and are open to any shinobi in the village to use for practice.
30. Outdoor Training Area- The only outdoor training facility within the walls of the village.
Shopping and Dining
3. Aoto's Eaterie- A restaurant best known for their stews, though they also have fabulous curries. The top floor has a bridge that goes across to a candy store.
6. Paper Store- Due to Ame's uneasy trade situation, paper of any kind tends to be pricey, so here is where people go to share their wares, be it hand made or commercial.
7. Book Store- Books, magazines, comics, all of them are found here for the intelligent buyer. Sometimes older library books that are in disrepair will be handed over to be sold at a discount. The bridge here goes across to a residential housing block.
11. Weapon Stores- Each level of this building features another store, and each one specializes in a different breed of weapon. You're sure to find what you need. This is connected by Skyway to both the Intelligence Department and the Clothing Depot.
12. Supply Station- This building is devoted to supplies. Each floor is a different kind, and you can find kitchen, camping, mission, and art supplies on the various floors.
13. Clothing Depot- This building is a marvelous place to find anything made of cloth or leather. From the heavy armor store on the top floor, to the light daywear on the bottom floor you are sure to find anything you could possibly need on your body here. The skyway of this building connects to the Weapon Depot.
14. The Grocery- This is the only place in the village you can find groceries. It's got different stores for different things, from vegetables, to bread, to snack food, you can find it here. If it's in the village that is. This is linked by Skyway to the Greenhouse.
18. Movie Theater- One of the few things that have been tenaciously chased, there are regular showings of movies in Ame, and each floor is carefully arranged to maximize how many movies can be seen and how often.
26. Restaurant Sector- The name is misleading, as this building is right next to the governmental nexus of the city, and while it does contain several restaurants, it also happens to be surrounded by game shops and leisure areas of that nature. It's linked by skyway to the jounin housing.
Residential
4. Nagato's Residence- This particular building houses all of his Paths when he is not using them, and is space shared with Konan.
8. Guest Accommodations- Ame rarely has visitors, but it's very easy to keep an eye on them in this building, which even has a breakfast place on the ground floor.
27. Jounin Housing- This is a set of buildings where Jounin are welcome to live, either as singles or as families, with the top floor being a rotating suite with rooms for temporary post and pre-mission lodging. There is a skyway leading to the primary Restaraunt Sector of the city.
28. Akatsuki Housing- This area is devoted to the Akatsuki who have sworn themselves to Ame and their families, and is basically a reward to the elite who have made it to his top ranks. There are skyways throughout the area.
Miscellaneous
15. Greenhouse- This building has more windows than any other building on the floor, and sunlamps are rigged lining all the ceilings at varying angles. This is Ame's bid to trying to keep their village, and sometimes the country as a whole, fed. It's connected by skyway to the Grocery.
