Village Hidden by Sound - Land of Rice

Otogakure is mostly located underground, and because of this, most of the area in their 'village' above-ground is used for training, thus making it seem very empty.
Ninja Services and Administration
8a, 8b. Cell-blocks- On the other side of a locked door, the cell blocks are where prisoners are kept... as well as the odd Oto shinobi who dramatically failed a mission.
22. Administrative Hall- This is where Orochimaru runs things from, giving missions and keeping files.
24. Academy Training- This is the area where all the youngest in the village come for their training in the basics. Only the non-jutsu, non-weapon stuff of course. That gets taken topside.
Public Service Buildings
2. Civilian Administration- Above-ground, this is the civilian area where all missions and shipments for the shinobi get check-pointed, and where all information pertaining specifically to civilian matters is stored.

23. Public Kitchens- Because most rooms in the village don't have kitchens, this huge space is devoted entirely to having people cook in it. Beware, if you store your goods here someone might make off with them.
Recreation and Training
4. Bathhouse- Kept above-ground, this luxurious area has deep pools and pristine water that anyone can use.
21. Music Hall- This is where people come to use their jutsu for non-aggressive purposes of actual, you know, music.
Shopping and Dining
5. Grill House- Above-ground. One of only two restaurants in Oto, this one is devoted to BBQ and is known for always being willing to take requests on future dishes.
6. Noodle Shop- Above-ground. The other restaurant in Oto, this one is where you can get every sort of tea imaginable, sweets, and of course, the noodles. They have more than just ramen and udon here, so enjoy.
16. Seamstress Station- A pair of nin from a family who learned to move inanimate objects, they unfortunately don't have enough power to use it properly for combat, so they instead turned to sewing. Any clothing anyone needs can be gotten here, just bring an idea of what you want.
19. Bar- Kept near one of the village entrances, this bar is the run by a crippled shinobi who is still incredibly good with her hands. She also has excellent taste in liquor.
20. Gambling Deck- Run on rotation by different shinobi in the village, every night depends on who happens to be the one running things. There are different games along the walls, but it's really the card and dice games people come for.
Residential
1. Civilian Housing- Above-ground, this is where the civilians who live permanently in the village all stay.
17. Elite Rooms- If you're in Orochimaru's good books, you get access to this luxurious set of rooms.
18. Orochimaru's Rooms- He can be found here reading or sleeping, though usually those who bother him here have the questionable concern that they hopped a line.
Storage Facilities
11. Medical Supplies- Various kinds of medical and lab equipment are stored in this area.
12. Food Storage- Stockpiled food is kept here, and the room is specially sealed to make storage a matter of stasis so nothing rots.
13. Weapon Storage- Weapons, weapons everywhere. Anything taken off captured nin is stored here, as well as the occasional replacement shipment of weapons from the civilian village. Anyone can use these.
14. Mission Supply Storage- Poison, exploding tags, armor, anything you need for a shinobi day to day in terms of supplies can be found here.
15. Clothing Material Supply- Cloth, leather, and even some metal is stored here. The only way to get to it is through the Seamstress Station. They're very protective.
Miscellaneous
3a Hazardous Greenhouse- The more dangerous of the two, the greenhouse is restricted access because the plants inside are incredibly deadly.
3b Gentle Greenhouse- This is the greenhouse with open access to everyone, and contains some of the more innocuous plants that don't move on their own or otherwise inflict harm without help.
7. Orochimaru's Private Lab- Orochimaru sometimes shares poorly, so of course his lab space is private. The only time people come here is when he brings them here personally.
9. Public Laboratory- This is the Lab that everyone is permitted to use, and is broken up into several rooms within the main hall.
