Appearance
Peter is not a big man. If anything, he's one of those with the misfortune of being stuck with a small stature, standing at 5'4". He's not exactly the smallest of shinobi, easily putting on muscle that makes him look less lithe and a bit more overweight with all his clothing in place. He has exceedingly pale blue eyes, and his hair is a dirty blond. He can't seem to tan no matter what he does either, so he's terminally pale as well.

The first thing that should be said is that Peter is exceedingly good at many things, and an expert at none of them, this is mostly due to how he even got into being a shinobi as a child in the first place.
Genjutsu:
Peter has a flair for area Genjutsu. His skills often allowing him to hide from even sensor nin if he keeps still, while convincing anyone who comes through an area, regardless of who they are, that all is well.
Ninjutsu:
He takes Henge and brings it up to another level of difficulty. His transformations don't dispel when he gets hit, as the illusory ones would, and if he's in animal form, something he perfected for spying, he has the ability to fool by way of scent and chakra as well.
His chakra nature is Earth, and while he knows some defensive jutsu, combat oriented ninjutsu has never been his favorite approach to ninja-ing.
Finally, he also has the ability to use jutsu without saying the name of them at all and using abbreviated hand signs, leading to him being a far more intense stealth attacker.
Taijutsu:
He's actually fairly proficient, though most of his abilities lie in speed, so pinning him down in a corner will negate much of his advantage. Well, if you make sure his hands aren't free. He's fast with his brush.
Seals:
Which brings us to seals! He's fascinated by them and the potential that they hold. In fact, the older, the more complex it is, the more he wants to study it and learn how to make it go. He'll never claim to be a seal master, because while he's adept at learning them, and even creating some of his own, he's never made any he considers a masterpiece.
Weaponry:
Peter likes throwing stars especially because of their range capabilities, but when pinned in a corner prefers using a staff above all else. It's brutal, but it's easy to summon from a seal if not already out, and is something that a civilian would possibly carry for those times when he's passing himself off as a helpless traveler.
He also has a fascination for poisons, and has put a lot of work in to original ones using whatever he's been able to locate since becoming an Oto shinobi.
Interpersonal:
While not a politically relevant person himself, he has an astounding skill in manipulating those around him to his benefit. He has no bloodline, and overall tends to come off as very guileless and unassuming, but it's very traits that he's turned into strengths. He's convincing in his seeming innocence and helplessness, and he often uses it to an astounding degree while in combat. He's even gone so far as willingly cowering to disgust an enemy into turning away from him so that he could stab them in the back and eliminate the threat.
Personality
Peter is someone who has, ultimately, his own self interest in mind. If you're going the same way as him, that's excellent, he'll take care of you if you take care of him, but he's not going to waste time on people who have nothing to contribute, and most definitely has no need to show compassion, real, genuine compassion, to his enemies. His outward facade is the kind that comes off as weak, self effacing, and overall harmless, but that's hardly who he is at all.
After all, his animal is the rat. While often seen as scurrying vermin, people often forget that unlike mice, rats fear very little. A domesticated rat especially will be unfazed by a great deal, watchful and complacent until something makes it feel threatened, then cunning in the execution of the retaliation used, be it a brilliant escape or a brutal attack. So too is Peter like this. He may not look like it, but he's smart, and he may not act like it, but he's cunning, hiding it all under charming, sheepish smiles and 'absentminded' shrugs. He can be persuasive, and his acting abilities are brilliant, but never mistake that outward armor for inward mentality.
That flaw would be fatal.
Unfortunately for Peter, he's not the only one who uses this particular approach to life in Oto, and in an odd way, it's reassuring to him. It means he's in the right place, among the right people, and that he'll get what he wants. He can be polite and charming and thoroughly cheerful with impuny, so long as he keeps that attitude away from the wrong people. By the same coin, it means he's never going to lose that touch of paranoia, even when he does his best to get close to teammates and make them want to protect him so that he's in the prime position to take care of anything should it not go his way. He knows that turning on Oto would never serve his best interests, so it's unlikely he ever would...
But that doesn't mean he'd never consider it... and it most definitely doesn't mean that he's not looking into other options. Still, Oto has given him everything he ever wanted from life, thus far, which means they have his loyalty. So long as his desires aren't at risk, well, then they get to keep him.
History
Peter wasn't born in the Land of Rice Paddies. In fact, the land he'd been born in was one of the lesser nations nearby, which had no shinobi to speak of and an intention to keep it that way. If not for luck, and his parents being shopkeepers that catered to travelers, Peter might have become a very very different person.
That wasn't what happened though. At age six, Peter got his first exposure to shinobi. It was an almost casual situation, three genin, a jounin, and a bit of festival security that had left the lower ranked trio bored out of their minds. It meant that when a little kid wandered by, they had thought nothing of walking up and down walls to entertain him, looking for his mother so that he could be returned.
Nothing bad happened to him that day, nor during any of the other visits that shinobi paid to his village over the next few years, passing through in one way or another. He'd always known when they were in town, and he'd always made sure to speak with them. This was the timeframe when Peter had learned how to trick people, because he'd decided, that festival evening, that he wanted to be able to do what those shinobi had done. This meant he had to find teachers... or at the very least, try to find teachers. Unfortunately for him, instead of teachers he'd just gotten tutors, and fleeting ones at that.
They'd given him piecemeal information, at best, but he'd done what he could with it, ensuring that he wasn't entirely useless at defending himself if he needed to. He also used those minimal skills to start hunting down a place to go, some village or proper teacher to take him on... and that's how he found his way to Oto. He was only eleven when he got there, but he immediately knew it was exactly what he'd been hunting for. Convincing them to let him in hadn't been as hard as he'd thought it would be, though he learned later, years later in fact, that somehow, he'd been expected, and he finally started his training as a proper shinobi.
It might have been his late start, or simply his inherent nature, but Peter was slow to learn when he first got to Oto. He had to claw his way up to Chunin status the hard way, all the while carefully picking his friends to make the climb as easy as he could. He was skilled with the talent, picking the right friends at the right time, and would even be fiercely protective of them... so long as it suited his interests. In the years since coming to Oto, he's never once considered returning to his village of origin, and has settled firmly into the role of researcher when not out of the village... mostly.
From time to time his creativity gets the better of him, and he simply has to check out what some new invention can do... by testing it on his fellow Oto nin. He's rather impressed with himself that no one has ever called him out on it though, and is forever keeping an eye out in case just that happens.
